Cecil Ray Proctor was born on August 11, 1945 to the parents of Herman Proctor and Esther Alexander in Marquez, TX. He was educated in the Frost, TX Independent School District. He married the love of his life, Mollie Proctor, on April 25, 1970 and from that union came 5 beautiful children as well as the beginning of his extraordinary legacy! He was a spiritual father to many. In 1978, God gave him a vision to begin a great work for Him. With humble beginnings by hosting a small Bible study with their children in their home, God truly blessed Proctor through the years to reach many souls. He became a licensed minister on April 25, 1987 and an ordained Elder on April 4, 1989 through the Church of God in Christ, Inc. From that he founded and pastored the Neighborhood House of Prayer Family Church for nearly 40 years!
Cecil was a visionary and entrepreneur. He founded Neighborhood Christian Learning Center, a licensed early childhood facility where he was affectionately known as “Papa”. He also served as the centers administrator until his health would no longer allow him to serve in this capacity. Since its inception in 1991, NCLC has received a National Faith-Based Accreditation status, been recognized by the Texas Education Agency as a Pre-K Center of Excellence, received 4 Stars TRS certification and the list of accolades goes on. The center continues to be a beacon of light in the community and has served thousands of children in Dallas Country.
He committed countless good work in the community. In 2006,his untiring dedication was recognized and commemorated with an induction in the Elite News Religious Hall of Fame. Cecil never met a stranger. His infectious smile and charming personality earned him the name of the “Happiest Pastor in the World”. He was a man of faith and a friend to many in and out of the church. Cecil touched many lives with his own personal testimony of triumph and his weekly “Prayer of Faith” radio broadcast which was heard all over the Dallas/Ft. Worth area and many other cities throughout the state of Texas. Today you have entered a childcare center that is dedicated in his honor. May your life be blessed by his legacy as well.
La’Kitsha J. Lee was born a fighter, coming into this world weighing only 3lbs. Her parents, the late Cecil Ray Proctor and Mollie M. Proctor taught her faith, which stretched her faith and build her resilience. Quitting has never been an option as she consistently holds on to knowing that serving the Lord will pay off and only what you do for Christ will last. While working in the Kingdom, she met and married her distinguished husband James E Lee, II. Together they have four children. The union and the divine will of God placed La’Kitsha in the seat of the “First Lady” of Holy Temple COGIC and Neighborhood House of Prayer Church where she faithfully serves besides her husband. She also serves on various other ministry platforms.Â
Her love for women and sisterhood as a whole has deep roots in her heart. She also currently owns and operates a childcare center where she has served for well over 20 years. La’Kitsha has grown in the ECE community and branched out to brand her unique gift and plant more childcare centers, under the umbrella of Neighborhood Christian Learning Center Childcare Enterprises, LLC. With years of experience in the field, she extended her reach by launching an Outreach Center, Joy to the World. She is humble to also be an established author. La’Kitsha’s mantra is, “May the work I’ve done speak for me.”
